With reference to my telegram of the 12th. October sad to Your Excellency's reply of the 13th. idem, I have the honour to inform you that it was necessary to refer the question of Mr. Dalberg's release to the Authorities in Landon. Sanction for his liberation was recaived today and I have taken steps to assist Mr. Dulberg in returning to Shanghai.

I shall be obliged if you will express to the Inspector-General of Customs my great regret that under the string -ent regulations it was necessary to interfere with Mr. Dulberg's liberty for so, long a period.
